Only when stopping is legal, the vehicle can be completely clear of traffic, and the location is suitable for pedestrians after dark. A shoulder shown on a map is not automatically safe or permitted.

How do I know whether a park is open after dark?

Does a public-land map mean I can drive to every dark area?
